If the diagonals of a trapezoid are congruent, then the trapezoid is a isosceles. true or false?

True.

In most trapezoids, the bases are parallel, but because one base isn't centered over the other, the diagonals are not equal. I could actually prove that the diagonals of an isosceles trapezoid are equal by using similar triangles, but I will not do that here.
